Theory of Change

Our Theory of Change relies on our understanding of change and how we seek to contribute to and sustain change so that Oakland’s children, especially our Black and Brown children, have a strong developmental start in order to realize their full potential. 

Based on the understanding that change is a collaborative process that is often layered and interconnected, our Theory of Change was developed during a highly participatory process with our stakeholders and relies on our understanding of how we seek to contribute to and sustain change.

Our Investable Plan
Oakland Starting Smart and Strong created a 10-year, $50 million plan built around six interconnected strategies drawn from our Theory of Change. It is an equity-centered roadmap that gives public and private partners meaningful ways to invest in better outcomes for Oakland's youngest children.
