A practical idealist, Andrea Youngdahl is skilled at building strong grassroots and cross-system partnerships that break down barriers and make change happen. As technical assistance liaison, Andrea serves as the intermediary between the Packard Foundation and Oakland Starting Smart and Strong, and supports the planning, development, and implementation of our collaborative work plan.

Andrea has worked in human services for thirty years. She was recently the director of the Alameda County Interagency Children’s Policy Council, a cross-agency, cross-system countywide effort to develop an integrated community-focused and outcomes-driven approach to children, youth and family services and policies.

Prior to joining the County, Andrea served for over eleven years as the Director for the City of Oakland’s Department of Human Services. She has served on a wide range of boards, commissions, and planning bodies.
Andrea is thrilled to be working with Oakland Starting Smart and Strong because the collaborative shares her love of – and commitment to – Oakland and its residents. She holds a B.A. in Community Studies and Women’s Studies and a Master’s Degree in Social Work Administration. When she’s not working for systems change and social justice, Andrea can often be found singing, reading, and hanging out with family and friends.
